KVM among others is very well established and you can put Windows on top with the respective passthroughs. In the end I would recommend using Linux as the host but even then it really depends on both the hardware (motherboard, CPU, GPU) and distro you are using. Also putting more enterprise server features into the desktop version of the OS makes no sense from a business perspective since M$ does want to have a place in the server OS market (as small as it might be). PCI passthrough and even CPU passthrough (which is available on Windows at least in VirtualBox) are features oriented towards servers and not desktop PCs, which is the main domain that Windows and Windows 10 Pro are targeting.
